The Parks, Sport and Recreation (PSR) business unit is a high performing, multifunctional unit responsible for a wide range of business outputs. We provide indoor and outdoor sport, recreation and play opportunities, protect and enhance our natural environment and work in partnership with our sporting, recreation and environmental communities to contribute to Wellington's reputation as an active, healthy and attractive place to live, work, play and visit.
Supporting this is our Assets and Projects team who are responsible for the development and maintenance of open space and recreational assets through delivery of operational and capital projects. The Assets and Projects team also coordinates the management of asset information data that provides key asset intelligence.
Āu ake mahi | What you'll do
Sitting within the Assets and Project Team, we are looking to add a Programme Manager Facilities to lead a team who are focued on implementing and delivering on parks and open space facility maintenance and our renewal and upgrade of PSR facilities. This role will focus on the project management of upgrade projects, as well as the maintenance and renewal of open space and recreation assets with a focus on building facility assets across Parks and Reserves, Aquatic and Fitness Facilities, Recreation Centres, Wellington Gardens, Wellington Cemeteries and the Waterfront.
As the programme lead, you will coordinate and oversee the activities of your team, consultants and contractors engaged in the delivery of the design and physical works with built facilities throughout PSR.
You'll be responsible for managing and maintaining effective and cooperative working relationships with internal stakeholders to ensure successful delivery of projects and engaging with stakeholders at various stages of the programme in a considered and managed approach in addition to,

Manage the successful implementation of facility maintenance programmes, capital asset renewal and upgrade projects for parks, sport and recreation buildings including aquatic facilities, recreation centres, open space, reserves, waterfront, public toilets, cemeteries, marinas and sports facilities.
Plan, monitor, execute and control and report on all project activities using best practice project management principles, in accordance with the WCC Investment Delivery Framework
Deliver operational maintenance of open space and recreation facility assets to determined service levels.
As an invested, collaborative and supportive Leader, you will lead and facilitate a way of working within the Parks, Sport & Recreation business unit that builds a constructive and collaborative environment and maintain a strong customer focus. You will drive continuous improvement and ensure the business unit is well connected to internal and external stakeholders and broader communities.

To support the Council to achieve its vision and priorities, you will need to draw on your technical expertise along with your confidence to analyse information to solve problems and make sound decisions. Engaging effectively with our customers to understand and respond to their perspectives and needs is an important aspect to this role as is your ability to work inclusively with people from different backgrounds and with different abilities.
Project or programme management experience in facility management, asset development and renewals context in relation to facilities
Project management, including successful delivery of projects. Oversee activities of contractors, vendors and suppliers such as engineers, architects, and project managers. Experience making decisions in the project environment and understanding construction specifications is important.
Experience in financial management, budget, business analysis, planning and implementation
Experience in developing and leading high-performing teams
Exceptional interpersonal and relationship management skills
Superior oral and written communication and presentation skills
Risk management and analysis
A tertiary qualification and/or demonstrated relevant experience in project management, facility management, architecture, engineering or equivalent experience is required.
